📢 Residents’ Update – Regen’s Credibility Challenged, Bellway Confirms Tri-Fire Survey is Invalid🗓️


⚠️ Bellway Confirms: Tri-Fire Report Declared Invalid

At the Regen Facades public meeting held on 29 May 2025, Bellway admitted that the Tri-Fire survey by Adam Kiziak is not valid for EWS1 purposes.

“Due to EWS fraud claims surrounding Tri-Fire, it is Bellway’s policy not to use any reports produced by Tri-Fire. Surveys that do not meet all or some of [the PAS 9980] criteria will require a new survey.”

This statement confirms what the Maltings Close Residents’ Association (MCRA) has said all along: the Tri-Fire report was unreliable and should never have blocked our EWS1 certification.


🔒 Hydrock PAS 9980 Report — Still Withheld by Bellway and Regen

Bellway claims to have commissioned a fully compliant PAS 9980 Fire Risk Appraisal by Hydrock, a qualified fire engineering firm. However, this report has never been shared with residents.

We have issued a formal legal demand for disclosure under CPR Part 31. If Bellway does not provide the Hydrock report by 5 June 2025, we will apply to court for specific disclosure and costs.


âś… How the Hydrock Report Could Unlock an EWS1

The Hydrock PAS 9980 report could hold the key to issuing a valid EWS1 form — without any new construction work.

If disclosed:

  • A qualified fire engineer could sign an EWS1 form based on this report;
  • The cost would be minimal (previous survey cost was approx. ÂŁ8,000 total);
  • No need for intrusive works or new surveys — the hard part is already done!

Instead, Bellway, Regen, and TTMC are withholding the document and blocking this simple, cost-effective solution.


âť— Regen Caught Making False Claims About Experience

During the meeting, Regen Facades claimed a four-year track record for a project completed in 2024 — despite only being incorporated in 2023.

“Case Study 1… took approximately four years to complete and involved over 600 apartments across nine buildings.”

This raises serious concerns:

  • Was Regen falsely claiming another company’s work (e.g., Jessella Ltd, now in liquidation)?
  • Is Regen misleading residents before works have even begun?

We have demanded urgent clarification from Regen’s solicitors.


💰 TTMC Refused EWS1 Survey — Citing £20k “Cost”

TTMC Director Tom Squires said:

“It costs of the order of 20 grand to do another survey… we really don’t want to spend 20 grand on another survey that’s completely useless.”

This is misleading. The original Tri-Fire survey cost £8,000 total, just £50 per flat. With the Hydrock report already complete, the cost of issuing a new EWS1 would be minimal — likely under £2,000.

Instead of solving the problem affordably, TTMC would rather spend millions on disruptive works — while residents remain trapped, unable to sell, remortgage, or staircase.
