MCRA Wins Legal Recognition: Residents Now Have a Say in All Decisions

Dear Residents,

We are delighted to announce that the Maltings Close Residents’ Association (MCRA) has been formally granted Recognised Tenants’ Association (RTA) status by the First-tier Tribunal (Property Chamber) under Section 29 of the Landlord and Tenant Act.

This recognition is valid for five years from 30 September 2025, and we’ve enclosed the certificate below.


🏛️ What This Means for You

A stronger voice for residents
By law, MCRA must now be consulted and provided with all key documents about service charges, major works, fire safety, and management decisions.

Transparency & accountability
From today, TTMC and Urang (until they are replaced) must consult with MCRA on all major works and long-term agreements.
No more backroom decisions — residents must be given full sight of proposals and the chance to comment.

Checks on TTMC & Urang
While TTMC remains in place, MCRA now has statutory rights to challenge, question, and even veto decisions — making it harder for them to push through unjustified costs or secretive contracts.

Direct say in your money
Service charges, insurance premiums, and reserve funds are now subject to greater resident control.
We can formally challenge unreasonable spending before the Tribunal, armed with stronger rights and recognition.


⚖️ Why This Matters

For too long, residents have been left in the dark about how our estate is managed — with decisions taken without consultation, oversight, or fairness.
Recognition means we now have real legal power to:

✅ Stop TTMC from hiding documents.
✅ Prevent unjustified charges from being added to bills.
✅ Hold managing agents and contractors accountable.
✅ Put residents first until MCRA secures full Right to Manage (RTM) and removes TTMC.

Until TTMC is formally removed, they must serve every consultation document and key report on MCRA as your recognised voice.
If they fail, we can challenge them directly in the Tribunal and stop charges from being added to your bill.

We are formally demanding immediate disclosure of all outstanding reports and consultation documents.

MCRA will keep members updated and ensure every resident has the information needed to make informed decisions.

This is a major step forward on the road to taking back control of our homes and service charges.

When Parkfords takes over management, these same obligations will continue — but this time, with a transparent and accountable partner working with us, not against us like Urang and TTMC.

This recognition ensures that from now on, leaseholders will never again be excluded from key decisions on how our homes are managed and how our money is spent.
